    Professor Geoffrey Shannon is a solicitor. He is the Irish Government’s Special Rapporteur for Child Protection, Chairperson of the Adoption Authority of Ireland and the Irish Expert Member on the Commission on European Family Law.
    In 2010, Professor Shannon was appointed by the Irish Minister for Children to conduct a review of 196 children who had died in the care of the state or known to child protection services in the period 2000 to 2010. The review was published in June 2012 and has been described as a watershed in the area of child protection in Ireland.

    In 2017, Professor Shannon completed an audit on the exercise by An Garda Síochána of its emergency child protection powers. It is largest worldwide audit of the exercise by a police force of its emergency child protection powers. In welcoming the audit, Minister for Children Dr. Katherine Zappone stated:

    [Dr. Geoffrey Shannon] has done a great service to children. He has done monumental work in terms of what we as policy makers need to do in order to support children in crisis. His report is a comprehensive, thorough analysis of the strengths and deficiencies in our shared approach to child protection.
    Professor Shannon is the recipient of several awards for his work in the area of national and international family law. These include the 2005 JCI Outstanding Person of the Year Award, the 2006 Canon Maurice Handy Award and the 2013 Irish Law Award.

    On 23 June 2017, Mr. Justice Peter Kelly, President of the High Court presented Professor Shannon with the Dublin Solicitors Bar Association Award for outstanding contribution to legal scholarship for his entire work to date.
    Professor Shannon is a prolific author and has written leading texts on national and international child and family law. He is also the editor of the Irish Journal of Family Law.

    Caroline was the voluntary sector representative on the Garda Vetting Implementation Committee, a member of the Board of the Children’s Rights Alliance for seven years and is currently a member of the Tusla National Commissioning Working Group.

    Assistant Commissioner Michael O’Sullivan is Head of the National Security and Intelligence Branch of An Garda Síochána, Ireland’s National Police and Security Service. He has 36 years experience in a range of operational roles here in Ireland, and abroad with the European Union, Europol, the United Nations and the Council of Europe.

    In his current role, he has responsibility for state security which includes preventing, detecting and investigating acts of terrorism, protecting the State from; espionage, sabotage, unlawful acts that subvert or undermine parliamentary democracy or the institutions of the state and acts of foreign interference detrimental to the state or its citizens.

    He is also responsible for international police co-operation. He represents An Garda Síochána at a number of international working groups on national security and intelligence matters. Assistant Commissioner O’Sullivan holds a Post Graduate Diploma in Executive Leadership from UCD/Harvard USA and a BA (Hons) in Police Management. He is a member of the International Association of Chiefs of Police (IACP) and of the EUROPOL Management Board in The Hague.

    Dr Mike Surridge is a Professorial Fellow and Research Director at the University of Southampton IT Innovation Centre. He has over 25 years’ experience in IT research and has published approaching 100 scientific papers.

    His current research is on the convergence of services, networks, content and devices known as the Future Internet, focusing on dynamic security, business and trust models, and risk management and adaptation in multi-stakeholder ICT systems.

    He coordinated FP7 ICT-SEC SERSCIS (dynamic service oriented architectures for critical infrastructure protection), and led work on combining socio-economic and IT security views of trust in a knowledge base in FP7 ICT OPTET.
